The big indictment. Vice President Cheney's Chief of Staff was charged with obstructing an investigation into the White House cover-up of the lies that led our nation to war in Iraq

Cover-up of the lies. Two senior White House officials outted CIA operative Valerie Plame as punishment for her husband's revelations about the Administration's Iraq lies - a clear effort by the White House to cover up the lies that brought our nation to war.

White House hit squad. Karl Rove and Scooter Libby were part of the White House Iraq Group.

This secretive team operated out of Cheney's office and was formed to sell the case for war. According to the NY Daily News, WHIG “morphed into a virtual hit squad that took aim at critics who questioned its claims."

Despite Wilson discovery in 2002, Bush lied in 2003. In 2002, Joe Wilson was sent by the CIA to Niger to investigate if Iraq was trying to buy nuclear materials. He discovered those claims were a lie. He told the CIA, and they told the White House. Bush made the discredited claimn in his 2003 State of the Union Address as he made the case for war.

Nuclear threat was key to selling war. Why did Bush repeat the discredited nuclear claim? A CBS News polling report in late 2002 made clear, “there is no consensus on adopting a pre-emptive strike policy in general - except where a nuclear attack against the United States is contemplated...”

American people must know the truth about the indictment. The Bush White House will try to minimize the significance of today's indictment. The American people must know that today’s indictment is about the White House cover-up of the lies that led our nation to war in Iraq.

Bush must clean house. We will not be able to trust our government until every one of the White House officials who conspired to mislead the American public into war with Iraq are out of the Administration - President Bush has an obligation to clean house of all the liars. [And therefore should start with removing the "Number One" serial liar of his administration--himself.]

Today, the Chief of Staff to the Vice President of the United States was indicted by a federal grand jury.

Special Prosecutor Patrick Fitzgerald, a Republican appointee, announced that Lewis "Scooter" Libby lied to a grand jury, lied to FBI agents and obstructed an investigation into the White House cover-up of the lies that led our nation to war in Iraq. Libby has now resigned. Top White House advisor Karl Rove remains under federal investigation.

This is one of the biggest scandals to rock the White House in America's 229-year history.

But The New York Times reported that the Bush spin machine will resort to "attacking any criminal charges as a disagreement over legal technicalities."1 The battle over public opinion begins today. We must remind the country that this scandal isn't about a "technicality"—it's about a White House scheme to cover-up the lies that led our nation into one of the most deadly foreign policy blunders in our nation's history.

Today's indictment says Libby illegally obstructed the investigation into the White House outing of an undercover CIA agent, Valerie Plame Wilson. The ongoing investigation of Karl Rove revolves around the same charge.

So why did the White House leak a CIA agent's name? To punish her husband, a former ambassador who had gone public with evidence that the Bush Administration lied about WMD and nuclear threats in the run-up to war in Iraq.

Here is a primer on what happened:

The 2003 Bush State of the Union: President Lies About Iraq Nuclear Capability
In his January 2003 State Of The Union, President Bush made his case for war in Iraq. He included this now-infamous 16-word deception about Iraq's nuclear capability: "The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa."2

But the White House had known for nearly a year that this claim was false. In February 2002, the CIA sent former Ambassador Joseph Wilson to Niger to investigate the unsubstantiated claim that Saddam Hussein tried to buy uranium from Niger for use in nuclear weapons.3

Wilson had discovered that the claims were bogus and documents used to support the claims had been forgeries. He reported this to the CIA, and the CIA told the White House.3

Why Did The President Ignore Wilson's Findings And Lie? Answer: It's About Iraq

Why did President Bush use the discredited nuclear claims in his January 2003 State of the Union Address to make the case that Iraq was a nuclear threat? Answer: They wanted to invade Iraq.

A CBS News polling report in late 2002 made clear, "there is no consensus on adopting a pre-emptive strike policy in general—except where a nuclear attack against the United States is contemplated..."4

Only well after the war had begun would the Washington Post report on "a pattern in which President Bush, Vice President Cheney and their subordinates...made allegations depicting Iraq's nuclear weapons program as more active, more certain and more imminent in its threat than the data they had would support. On occasion administration advocates withheld evidence that did not conform to their views."5

Wilson Strikes Back—Exposes Bush's Lie In Lead-Up To War

Six months after the President's 2003 State of the Union Address, as Bush's WMD and nuclear claims began to unravel, Wilson went public and exposed the Bush Administration's false nuclear claims in a New York Times op-ed.6

The White House saw Wilson as a major threat. According to the Los Angeles Times, "Vice President Dick Cheney's chief of staff was so angry about the public statements of former Ambassador Joseph C. Wilson IV, a Bush administration critic married to an undercover CIA officer, that he monitored all of Wilson's television appearances and urged the White House to mount an aggressive public campaign against him, former aides say."7

White House Retaliates—Outs Valerie Plame Wilson As CIA AgenThe week after Wilson's op-ed in the New York Times, "two senior administration officials" were cited by conservative columnist Robert Novak in his column outing CIA agent Valerie Plame Wilson.8

The White House Iraq Group (WHIG), originally formed to sell the war to the public, "morphed into a virtual hit squad that took aim at critics who questioned its claims."9 WHIG was run out of Vice President Cheney's office, and included Cheney's Chief of Staff "Scooter" Libby, top Bush strategist Karl Rove, and other top Bush administration officials.

Not only did this leak end Valerie Plame Wilson's 20-year career as a CIA covert agent, but it also exposed a longstanding CIA front company, Brewster Jennings & Associates, where Plame worked and put at risk many of the undercover agents who had worked with Wilson in the past.10

Today's Indictment—White House Official Obstructed Investigation Into The Lie

Today's indictment says Libby illegally obstructed the investigation into the White House outing of an undercover CIA agent, Valerie Plame Wilson. He also was charged with perjury and making false statements to FBI agents. The ongoing investigation of Karl Rove revolves around the same issues, among possible others.

Former President George H. W. Bush was right in 1999 when he said, "I have nothing but contempt and anger for those who betray the trust by exposing the name of our sources. They are, in my view, the most insidious, of traitors."11

Former Republican National Committee Chair Ed Gillespie was right when he said, "I think if the allegation is true, to reveal the identity of an undercover CIA operative—it's abhorrent, and it should be a crime, and it is a crime."12

The American people must know this important truth: Today's indictment is about a cover-up of the lies that led our nation to war in Iraq.

Stolen U.S. Elections: 2004 and beyond...

As a legal noose appears to be tightening around the Bush/Cheney/Rove inner circle, a shocking government report shows the floor under the legitimacy of their alleged election to the White House is crumbling. The latest critical confirmation of key indicators that the election of 2004 was stolen comes in an extremely powerful, penetrating report from the General Accounting Office that has gotten virtually no mainstream media coverage.
--
The government's lead investigative agency is known for its general incorruptibility and its through, in-depth analyses. Its concurrence with assertions widely dismissed as "conspiracy theories" adds crucial new weight to the case that Team Bush has no legitimate business being in the White House.
--
Nearly a year ago, senior Judiciary Committee Democrat John Conyers (D-MI) asked the GAO to investigate electronic voting machines as they were used during the November 2, 2004 presidential election. The request came amidst widespread complaints in Ohio and elsewhere that often shocking irregularities defined their performance.
--
According to CNN, the U.S. House Judiciary Committee received "more than 57,000 complaints" following Bush's alleged re-election. Many such concerns were memorialized under oath in a series of sworn statements and affidavits in public hearings and investigations conducted in Ohio by the Free Press and other election protection organizations. The non-partisan GAO report has now found that, "some of [the] concerns about electronic voting machines have been realized and have caused problems with recent elections, resulting in the loss and miscount of votes."
--
The United States is the only major democracy that allows private partisan corporations to secretly count and tabulate the votes with proprietary non-transparent software. Rev. Jesse Jackson, among others, has asserted that "public elections must not be conducted on privately-owned machines." The CEO of one of the most crucial suppliers of electronic voting machines, Warren O'Dell of Diebold, pledged before the 2004 campaign to deliver Ohio and thus the presidency to George W. Bush.
--
Bush's official margin of victory in Ohio was just 118,775 votes out of more than 5.6 million cast. Election protection advocates argue that O'Dell's statement still stands as a clear sign of an effort, apparently successful, to steal the White House.
--
Among other things, the GAO confirms that:
--
1. Some electronic voting machines "did not encrypt cast ballots or system audit logs, thus making it possible to alter them without detection." In other words, the GAO now confirms that electronic voting machines provided an open door to flip an entire vote count. More than 800,000 votes were cast in Ohio on electronic voting machines, some seven times Bush's official margin of victory.
--
2. "It is easy to alter a file defining how a ballot appears, making it possible for someone to vote for one candidate and actually be recorded as voting for an entirely different candidate." Numerous sworn statements and affidavits assert that this did happen in Ohio 2004.
--
3. "Falsifying election results without leaving any evidence of such an action by using altered memory cards" can easily be done, according to the GAO.
--
4. The GAO also confirms that "access to the voting network was easily compromised because not all digital recording electronic voting systems (DREs) had supervisory functions password-protected, so access to one machine provided access to the whole network." This critical finding confirms that rigging the 2004 vote did not require a "widespread conspiracy" but rather the cooperation of a very small number of operatives with the power to tap into the networked machines and thus change large numbers of votes at will. With 800,000 votes cast on electronic machines in Ohio, flipping the number needed to give Bush 118,775 could be easily done by just one programmer.

5. Access "to the voting network was also compromised by repeated use of the same user IDs combined with easily guessed passwords," says the GAO. So even relatively amateur hackers could have gained access to and altered the Ohio vote tallies.
--
6. "The locks protecting access to the system were easily picked and keys were simple to copy," says the GAO, meaning, again, getting into the system was an easy matter.
--
7. "One DRE model was shown to have been networked in such a rudimentary fashion that a power failure on one machine would cause the entire network to fail," says the GAO, re-emphasizing the fragility of the system on which the Presidency of the United States was decided.
--
8. "GAO identified further problems with the security protocols and background screening practices for vendor personnel," confirming still more easy access to the system. In essence, the GAO study makes it clear that no bank, grocery store or mom & pop chop shop would dare operate its business on a computer system as flimsy, fragile and easily manipulated as the one on which the 2004 election turned. The GAO findings are particularly damning when set in the context of an election run in Ohio by a Secretary of State simultaneously working as co-chair of the Bush-Cheney campaign. Far from what election theft skeptics have long asserted, the GAO findings confirm that the electronic network on which 800,000 Ohio votes were cast was vulnerable enough to allow a a tiny handful of operatives -- or less -- to turn the whole vote count using personal computers operating on relatively simple software. The GAO documentation flows alongside other crucial realities surrounding the 2004 vote count. For example:

The exit polls showed Kerry winning in Ohio, until an unexplained last minute shift gave the election to Bush. Similar definitive shifts also occurred in Iowa, Nevada and New Mexico, a virtual statistical impossibility.
--
A few weeks prior to the election, an unauthorized former ES&S voting machine company employee, was caught on the ballot-making machine in Auglaize County Election officials in Mahoning County now concede that at least 18 machines visibly transferred votes for Kerry to Bush. Voters who pushed Kerry's name saw Bush's name light up, again and again, all day long. Officials claim the problems were quickly solved, but sworn statements and affidavits say otherwise. They confirm similar problems in Franklin County (Columbus). Kerry's margins in both counties were suspiciously low.

A voting machine in Mahoning County recorded a negative 25 million votes for Kerry. The problem was allegedly fixed.
--
In Gahanna Ward 1B, at a fundamentalist church, a so-called "electronic transfer glitch" gave Bush nearly 4000 extra votes when only 638 people voted at that polling place. The tally was allegedly corrected, but remains infamous as the "loaves and fishes" vote count.
--
In Franklin County, dozens of voters swore under oath that their vote for Kerry faded away on the DRE without a paper trail.
--
In Miami County, at 1:43am after Election Day, with the county's central tabulator reporting 100% of the vote - 19,000 more votes mysteriously arrived; 13,000 were for Bush at the same percentage as prior to the additional votes, a virtual statistical impossibility.
--
In Cleveland, large, entirely implausible vote totals turned up for obscure third party candidates in traditional Democratic African-American wards. Vote counts in neighboring wards showed virtually no votes for those candidates, with 90% going instead for Kerry.
--
Prior to one of Blackwell's illegitimate "show recounts," technicians from Triad voting machine company showed up unannounced at the Hocking County Board of Elections and removed the computer hard drive.
--
In response to official information requests, Shelby and other counties admit to having discarded key records and equipment before any recount could take place.
--
In a conference call with Rev. Jackson, Attorney Cliff Arnebeck, Attorney Bob Fitrakis and others, John Kerry confirmed that he lost every precinct in New Mexico that had a touchscreen voting machine. The losses had no correlation with ethnicity, social class or traditional party affiliation---only with the fact that touchscreen machines were used.

In a public letter, Rep. Conyers has stated that "by and large, when it comes to a voting machine, the average voter is getting a lemon - the Ford Pinto of voting technology. We must demand better." But the GAO report now confirms that electronic voting machines as deployed in 2004 were in fact perfectly engineered to allow a very small number of partisans with minimal computer skills and equipment to shift enough votes to put George W. Bush back in the White House. Given the growing body of evidence, it appears increasingly clear that's exactly what happened.

" That was where I would come in as a military police officer; my job was to take the prisoners to a holding facility in Nes Ziyyona, a small town south of Tel Aviv. I'd always assumed that it was an interrogation facility for the Shaback. We all knew that a prisoner brought there would probably never get out alive, but the brainwashing we'd gone through in our short lifetimes had convinced us that it was them or us; there was no gray area.

It was Uri who enlightened me regarding the Nes Ziyyona facility. It was, he said, an ABC warfare laboratory--ABC standing for atomic, bacteriological, and chemical. It was where our top epidemiological scientists were developing various doomsday machines. Because we were so vulnerable and would not have a second chance should there be an all-out war in which this type of weapon would be needed, there was no room for error. The Palestinian infiltrators came in handy in this regard. As human guinea pigs, they could make sure the weapons the scientists were developing worked properly and could verify how fast they worked and make them even more efficient. What scares me today, looking back at that revelation, is not the fact that it was taking place but rather the calmness and understanding with which I accepted it.

Years later, I met Uri again. This time he was in the Mossad, a veteran 'katsa' in the Al department, and I was a rookie. He had come back from an assignment in South Africa. I was then a temporary desk man in the Dardasim department in liaison helping him prepare for a large shipment of medication to South Africa to accompany several Israeli doctors who were headed for some humanitarian work in Soweto, a black township outside Johannesburg. The doctors were to assist in treating patients at an outpatient clinic for the Baragwanath hospital in Soweto, a few blocks away from the houses of Winnie Mandela and bishop Desmond Tutu. The hospital and clinic were supported by a hospital in Baltimore, which served as a cut-out for the Mossad. Uri was on a cooling-off period from the United States.

'What is the Mossad doing giving humanitarian assistance to blacks in Soweto?' I remember asking him. There was no logic to it; no short-term political gain (which was the way the Mossad operated) or any visible monetary advantage.

'Do you remember Nes Ziyyona?' His question sent shivers up my spine. I nodded.
' This is very much the same. We're testing both new infectious diseases and new medication that can't be tested on humans in Israel, for several of the Israeli medicine manufacturers. This will tell them whether they're on the right track, saving them millions in research.'

The Ringworm Children: How the Israeli Government Irradiated 100,000 Israeli Kids

On August 14, at 9 PM, Israel's Channel Ten television screened a documentary film which exposes the ugliest secret of Israel's Labor party founders: the deliberate mass radiation poisoning of nearly all Sephardi youths of a generation.

"The Ringworm Children" (translated in Hebrew as "100,000 Rays"), directed by David Belhassen and Asher Hemias, recently won the prize for "best documentary" at the Haifa International film festival, and in the past year has made the rounds of Jewish and Israeli film festivals around the world. But it had yet to come to Israeli television screens. The subject is the mass irradiation of hundreds of thousands of young Israeli immigrants from Middle Eastern countries -- Sephardim, as they are called today. The story goes like this:

In 1951, the director general of the Israeli Health Ministry, Dr. Chaim Sheba, flew to America and returned with seven x-ray machines, supplied to him by the American army.

They were to be used in a mass atomic experiment with an entire generation of Sephardi youths to be used as guinea pigs. Every Sephardi child was to be given 35,000 times the maximum dose of x-rays through his head. For doing so, the American government paid the Israeli government 300 million Israeli liras a year. The entire Health budget was 60 million liras. The money paid by the Americans is equivalent to billions of dollars today.

To fool the parents of the victims, the children were taken away on "school trips" and their parents were later told the x-rays were a treatment for the scourge of scalpal ringworm. 6,000 of the children died shortly after their doses were given, while many of the rest developed cancers that killed thousands over time and are still killing them now. While living, the victims suffered from disorders such as epilepsy, amnesia, Alzheimer's disease, chronic headaches and psychosis.

That is the subject of the documentary in cold terms. It is another matter to see the victims on the screen.

To watch the Moroccan lady describe what getting 35,000 times the dose of allowable x-rays in her head feels like. "I screamed make the headache go away. Make the headache go away. Make the headache go away. But it never went away."

To watch the bearded man walk hunched down the street. "I'm in my fifties and everyone thinks I'm in my seventies. I have to stoop when I walk so I won't fall over. They took my youth away with those x-rays."

To watch the old lady who administered the doses to thousands of children: "They brought them in lines. First their heads were shaved and smeared in burning gel. Then a ball was put between their legs and the children were ordered not to drop it, so they wouldn't move. The children weren't protected over the rest of their bodies. There were no lead vests for them. I was told I was doing good by helping to remove ringworm. If I knew what dangers the children were facing, I would never have cooperated. Never!"

Because the whole body was exposed to the rays, the genetic makeup of the children was often altered, affecting the next generation. We watch the woman with the distorted face explain, "All three of my children have the same cancers my family suffered. Are you going to tell me that's a coincidence?"

The majority of the victims were Moroccan because they were the most numerous of the Sephardi immigrants. The generation that was poisoned became the country's perpetual poor and criminal class. It didn't make sense. The Moroccans who fled to France became prosperous and highly educated. The common explanation was that France got the rich, thus smart ones. The real explanation is that every French Moroccan child didn't have his brain cells fried with gamma rays.

The film made it perfectly plain that this operation was no accident. The dangers of x-rays had been known for over forty years. We read the official guidelines for x-ray treatment in 1952. The maximum dose to be given a child in Israel was .5 rad. There was no mistake made. The children were deliberately poisoned.

David Deri makes the point that only Sephardi children received the x-rays: "I was in class and the men came to take us on a tour. They asked our names. The Ashkenazi children were told to return to their seats. The dark children were put on the bus."

The film presents a historian who first gives a potted history of the eugenics movement. In a later sound bite, he declares that the ringworm operation was a eugenics program aimed at weeding out the perceived weak strains of society. The Moroccan lady is back on the screen. "It was a Holocaust, a Sephardi Holocaust. And what I want to know is why no one stood up to stop it."

David Deri, on film and then as a panel member, relates the frustration he encountered when trying to find his childhood medical records. "All I wanted to know was what they did to me. I wanted to know who authorized it. I wanted to trace the chain of command. But the Health Ministry told me my records were missing." Boaz Lev, the Health Ministry's spokesman chimes in: "Almost all the records were burned in a fire."

We are told that a US law in the late '40s put a stop to the human radiation experiments conducted on prisoners, the mentally feeble and the like. The American atomic program needed a new source of human lab rats and the Israeli government supplied it. Here was the government cabinet at the time of the ringworm atrocities:

Prime Minister - David Ben Gurion; Finance Minister - Eliezer Kaplan; Settlement Minister - Levi Eshkol; Foreign Minister - Moshe Sharrett; Health Minister - Yosef Burg; Labor Minister - Golda Meir; Police Minister - Amos Ben Gurion.

The highest ranking non-cabinet post belonged to the Director General of the Defence Ministry, Shimon Peres.

That a program involving the equivalent of billions of dollars of American government funds should be unknown to the Prime Minister of cash-strapped Israel is ridiculous. Ben Gurion had to have been in on the horrors and undoubtedly chose his son to be Police Minister in case anyone interfered with them.

Finance Minister Eliezer Kaplan was rewarded for eternity with a hospital named after him near Rehovot. But he's not alone in this honor. Chaim Sheba, who ran Ringworm Incorporated, had a whole medical complex named after him. Needless to say, if there is an ounce of decency in the local medical profession, those hospital names will have to change.

After the film ended, there was a panel discussion which included a Moroccan singer, David Edri, head of the Compensation Committee for Ringworm X-Ray Victims, and Boaz Lev, a spokesman for the Ministry Of Health.

TV host Dan Margalit tried to put a better face on what he'd witnessed. He explained meekly that "the state was poor. It was a matter of day to day survival." Then he stopped. He knew there was no excusing the atrocities which the Sephardi children endured.

But it was the Moroccan singer who summed up the experience best. "It's going to hurt, but the truth has to be told. If not, the wounds will never heal."

There is one person alive who knows the truth: Shimon Peres. The only way to get to the truth and start the healing is to investigate him for his role in the mass poisoning of over 100,000 Sephardi children and youth.

But here is why that won't happen. The film was aired at the same time as the highest-rated TV show of the year, the finale of Israel's talent-hunt show: "A Star Is Born." The next day, the newly-born star's photo took up half the front pages. There was not a word about "The Ringworm Children" in any paper, nor on the Internet. Until now.

The paper followed the ongoing 'anti-Semitic horror', but during those first weeks it, like the British press, generally aimed at reassuring its readers: 'One must suppose that Hitlerism will now renounce terrorist methods: government brings responsibility.' the right-wing 'Doar Hayom' agreed: 'There can be no doubt that Hitler the chancellor will be different from the Hitler of the public rallies.' But from the start, 'Davar'--the left-wing daily published by the Histadrut (Labor Federation)--was more pessimistic: 'It was a bitter and ill-fated day when the New Vandal came to power', the newspaper wrote the day after the change of government in Germany. It described Hitler as a man of hate and demagoguery who would 'tear Jews out by their roots.' " (p 17)

"More than anything else, though, the rise of the Nazis was seen as confirming the historical prognosis of Zionist ideology. 'Hapoel Hatsair' described the nazi persecution of the Jews as 'punishment for their having tried to integrate into German society instead of leaving for Palestine while it was still possible to do so.' In the wake of the Kristallnacht pogroms, Ben-Gurion commented that the 'human conscience' might bring various countries to open their doors to Jewish refugees from Germany. "Ironically the Revisionists also had fairly wide-ranging links with the Nazis. The Betar youth movement was active in Berlin and several other German cities. About half a year before the Nazis came to power, the movement's leadership distributed a memorandum to its members that was both commonsensical and cautious. The Nazis should be treated politely and with reserve, the memorandum instructed. Whenever Betar members were in public, they should remain quiet and refrain from vocal debates and critical comments. Under no circumstances should anyone say anything that could be interpreted as an insult to the German people, to its institutions, or to its prevailing ideology.

The Nazis allowed Betar to continue its activities--meetings, conventions, summer camps hikes, sports, sailing, and agricultural training. Members were allowed to wear their uniforms, which included brown shirts, and they were allowed to publish mimeographed pamphlets, including Zionist articles in a nationalistic, para-Fascist tone, in the spirit of the times. The German Betar pamphlets focused on events in Palestine, and their exuberant nationalism targeted the British, the Arabs, and the Zionist left. The contained no references to the political situation in Germany. With this exception, they were similar to the nationalist German youth publications, including those published by the Nazis. Jabotinsky decried the influence Hitlerism was having on the members of Betar." (pp. 32)

In the second half of 1940, a few members of the Irgun Zvai Leumi (National Military Organization)--the anti-British terrorist group sponsored by the Revisionists and known by its acronym Etzel, and to the British simply as the Irgun--made contact with representatives of Fascist Italy, offering to cooperate against the British. Soon the Etzel split, and the group headed by Avraham "Yair" Stern formed itself into the Lehi (from the initials of its Hebrew name, Lohamei Herut Yisrael--Fighters for the Freedom of Israel), also known as the Stern Gang. A representative of this group met with a German foreign ministry official and offered to help Nazi Germany in its war against the British. The Germans understood that the group aimed to establish an independent state based on the totalitarian principles of the Fascist and Nazi regimes. Many years after he tried to forge this lik with Nazis, a former Lehi leader explained what had guided his men at the time: 'Our obligation was to fight the enemy. We were justified in taking aid from the Nazi oppressor, who was in this case the enemy of our enemy--the British.' " (p. 33)

"The question was what to do with those refugees who were neither Zionist nor fit to help build the new society in Palestine. 'Only God knows how the poor little land of Israel can take in this stream of people and emerge with a healthy social structure', Chaim Weizmann wrote. The German Immigrants Association complained that the Jewish Agency's representatives in Berlin were giving immigration certificates to invalids. ' The human material [direct quote and their words] coming from Germany is getting worse and worse', the association charged after almost a year of Nazi rule. 'They are not able and not willing to work, and they need social assistance.' A year later the association sent to Berlin a list of names of people who should not have been sent. Henrietta Szold, who headed the Jewish Agency's social-work division, also frequently protested about the sick and needy among the immigrants. From time to time Szold demanded that certain of such 'cases' be returned to Nazi Germany so that they would not be a burden on the yishuv." (p. 43)

"In 1937 the Joint Distribution Committee, an American organization that assisted needy Jews, negotiated with the German authorities for the release of 120 Jewish prisoners from the Dachau concentration camp. 'I am not so sure that from a political point of view it is desirable that all those released come to Palestine', a Jewish Agency official wrote to one of his colleagues. Most were not Zionists; and there may even have been Communists among them." (pp 43-44)

"Senator [Werner Senator of the Jewish Agency] who was active in bringing German Jews to Palestine, warned the Jewish Agency office in Berlin that if it did not improve the quality of the 'human material' it was sending, the agency was liable to cut back the number of certificates set aside for the German capital. The immigrants from Germany enjoyed all sorts of special benefits, Senator wrote. They received immigration certificates after only six months of agricultural training, while in other countries up to two years was required. Requests for family reunification from Germans with relatives in Palestine were also quickly approved. All this required special attention to the quality of immigrants, who should be true pioneers. Senator was not referring to occasional errors in judgment, he assured his colleagues; he was talking about a trend. More and more ' welfare cases' were arriving from Germany, as well as too many 'businessmen with children' rather than single men and women. At one point it was decided that candidates above the age of thirty-five would receive immigration certificates 'only if there is no reason to believe that they might become a burden here.' Accordingly they had to have a profession. 'Anyone who was a merchant', the decision stated, or of similar employment, will not receive a certificate under any circumstances, except in the case of veteran Zionists.' This was in 1935. ' In days of plenty, it was possible to handle this material [emphasis added]' , explained Yitzhak Gruenbaum. 'In days of shortages and unemployment, this material [emphasis added] will cause us many problems...We must be allowed to choose from among the refugees those worthy of immigration and not accept them all.' Footnote: "In 1939 the world press followed the drama of the St Louis, a boat carrying several hundred Jewish refugees from Germany. No country would give them asylum. The Joint Distribution Committee asked the Jewish Agency to allot the passengers several hundred immigration certificates from the quota. The Jewish Agency refused. In the end the refugees were allowed into Antwerp. [note where many were exterminated after the takeover of Belgium by the Nazis.]. (p. 44)

" German Jews who were given immigration permits 'merely as refugees' were also considered 'undesirable human material' by Eliahu Dobkin, a Mapai member of the Jewish Agency executive. 'I understand very well the special situation in which the overseas institutions dealing with German refugees find themselves, but I would like to believe that you would agree with me that we must approach this question not from a philanthropic point of view but from the point of view of the country's needs', Dobkin wrote to one of his colleagues. 'My opinion is that from among the refugees we must bring only those who meet this condition.' Leaders of the German immigrants agreed. To be a Good Zionist one must be Somewhat of an Anti-Semite:
Although blut was a recurrent theme in pre-Holocaust Zionist literature, it was not as central to its message as boden. As long as America's shores remained open, Europe's Jews asked: if anti-Semitism could not be fought on its home ground, why should they not just follow the crowd to America? The Zionist response was double-barrelled: anti-Semitism would accompany the Jews wherever they went and, what was more, it was the Jews who had created anti-Semitism by their own characteristics. The root cause of anti-Semitism, Zionists insisted, was the Jews' exile existence. Jews lived parasitically off their 'hosts'...

These tenets combined were known as 'shelilat ha'galut (the Negation of the Diaspora), and were held by the entire spectrum of Zionists who varied only on matters of detail. They were argued vigorously in the Zionist press, where the distinctive quality of many articles was their hostility to the entire Jewish people. Anyone reading these pieces without knowing their source would have automatically assumed that they came from the Anti-Semitic press. The Weltanschauung of the youth organization Hashomer Hatzair (Young Watchmen), originally composed in 1917, but republished again as late as 1936, was typical of these effusions: The Jew is a caricature of a normal, natural human being, both pysically and spiritually. As an individual in society he revolts and throws off the harness of social obligations, knows no order nor discipline. (pp22-23)

Similarly, in 1935 an American Ben Frommer, a writer for the ultra-right Zionist-Revisionists, could declare of no less than 16 million of his fellow Jews that:
The fact is undeniable that the Jews collectively are unhealthy and neurotic. Those professional Jews who, wounded to the quick, igdignantly deny this truth are the greatest enemies of their race, for they thereby lead them to search for false solutions, or at most palliatives." (p. 23)

In 1925 the most vehement protagonist of total abstentionism, Jcob Klatzkin, the co-editor of the massive "Encyclopedia Judaica", laid down the full implications of the Zionist approach to anti-Semitism:
"If we do not admit the rightfulness of antisemitism, we deny the rightfulness of our own nationalism. If our people is deserving and willing to live its own national life, then it is an alien body thrust into the nations among whom it lives, an alien body that insists on its own distinctive identity, reducing the domain of their life. It is right therefore, that they should fight against us for their national integrity...Instead of establishing societies for defense against antisemites, who want to reduce our rights, we should establish societies for defense against our friends who desire to defend our rights." A few hours after the terrorist attacks on the World Trade Centre and the Pentagon, the Bush administration concluded without supporting evidence, that "Ousmane bin Laden and his al-Qaeda organisation were prime suspects". CIA Director George Tenet stated that bin Laden has the capacity to plan ``multiple attacks with little or no warning.'' Secretary of State Colin Powell called the attacks "an act of war" and President Bush confirmed in an evening televised address to the Nation that he would "make no distinction between the terrorists who committed these acts and those who harbor them". Former CIA Director James Woolsey pointed his finger at "state sponsorship," implying the complicity of one or more foreign governments. In the words of former National Security Adviser, Lawrence Eagleburger, "I think we will show when we get attacked like this, we are terrible in our strength and in our retribution."

Meanwhile, parroting official statements, the Western media mantra has approved the launching of "punitive actions" directed against civilian targets in the Middle East. In the words of William Saffire writing in the New York Times: "When we reasonably determine our attackers' bases and camps, we must pulverize them -- minimizing but accepting the risk of collateral damage -- and act overtly or covertly to destabilize terror's national hosts".

The following text outlines the history of Ousmane Bin Laden and the links of the Islamic "Jihad" to the formulation of US foreign policy during the Cold War and its aftermath.

Prime suspect in the New York and Washington terrorists attacks, branded by the FBI as an "international terrorist" for his role in the African US embassy bombings, Saudi born Ousmane bin Laden was recruited during the Soviet-Afghan war "ironically under the auspices of the CIA, to fight Soviet invaders". 1

In 1979 "the largest covert operation in the history of the CIA" was launched in response to the Soviet invasion of Afghanistan in support of the pro-Communist government of Babrak Kamal.2:

"With the active encouragement of the CIA and Pakistan's ISI [Inter Services Intelligence], who wanted to turn the Afghan jihad into a global war waged by all Muslim states against the Soviet Union, some 35,000 Muslim radicals from 40 Islamic countries joined Afghanistan's fight between 1982 and 1992. Tens of thousands more came to study in Pakistani madrasahs. Eventually more than 100,000 foreign Muslim radicals were directly influenced by the Afghan jihad."3

The Islamic "jihad" was supported by the United States and Saudi Arabia with a significant part of the funding generated from the Golden Crescent drug trade:

"In March 1985, President Reagan signed National Security Decision Directive 166,...[which] authorize[d] stepped-up covert military aid to the mujahideen, and it made clear that the secret Afghan war had a new goal: to defeat Soviet troops in Afghanistan through covert action and encourage a Soviet withdrawal. The new covert U.S. assistance began with a dramatic increase in arms supplies -- a steady rise to 65,000 tons annually by 1987, ... as well as a "ceaseless stream" of CIA and Pentagon specialists who traveled to the secret headquarters of Pakistan's ISI on the main road near Rawalpindi, Pakistan. There the CIA specialists met with Pakistani intelligence officers to help plan operations for the Afghan rebels."4

The Central Intelligence Agency (CIA) using Pakistan's military Inter-Services Intelligence (ISI) played a key role in training the Mujahideen. In turn, the CIA sponsored guerrilla training was integrated with the teachings of Islam:

"Predominant themes were that Islam was a complete socio-political ideology, that holy Islam was being violated by the atheistic Soviet troops, and that the Islamic people of Afghanistan should reassert their independence by overthrowing the leftist Afghan regime propped up by Moscow."5

PAKISTAN'S INTELLIGENCE APPARATUS
--
Pakistan's ISI was used as a "go-between". The CIA covert support to the "jihad" operated indirectly through the Pakistani ISI, --i.e. the CIA did not channel its support directly to the Mujahideen. In other words, for these covert operations to be "successful", Washington was careful not to reveal the ultimate objective of the "jihad", which consisted in destroying the Soviet Union.

In the words of CIA's Milton Beardman "We didn't train Arabs". Yet according to Abdel Monam Saidali, of the Al-aram Center for Strategic Studies in Cairo, bin Laden and the "Afghan Arabs" had been imparted "with very sophisticated types of training that was allowed to them by the CIA" 6

CIA's Beardman confirmed, in this regard, that Ousmane bin Laden was not aware of the role he was playing on behalf of Washington. In the words of bin Laden (quoted by Beardman): "neither I, nor my brothers saw evidence of American help". 7

Motivated by nationalism and religious fervor, the Islamic warriors were unaware that they were fighting the Soviet Army on behalf of Uncle Sam. While there were contacts at the upper levels of the intelligence hierarchy, Islamic rebel leaders in theatre had no contacts with Washington or the CIA.

With CIA backing and the funneling of massive amounts of US military aid, the Pakistani ISI had developed into a "parallel structure wielding enormous power over all aspects of government". 8 The ISI had a staff composed of military and intelligence officers, bureaucrats, undercover agents and informers, estimated at 150,000. 9

Meanwhile, CIA operations had also reinforced the Pakistani military regime led by General Zia Ul Haq:
"Relations between the CIA and the ISI [Pakistan's military intelligence] had grown increasingly warm following [General] Zia's ouster of Bhutto and the advent of the military regime,'... During most of the Afghan war, Pakistan was more aggressively anti-Soviet than even the United States. Soon after the Soviet military invaded Afghanistan in 1980, Zia [ul Haq] sent his ISI chief to destabilize the Soviet Central Asian states. The CIA only agreed to this plan in October 1984.... `the CIA was more cautious than the Pakistanis.' Both Pakistan and the United States took the line of deception on Afghanistan with a public posture of negotiating a settlement while privately agreeing that military escalation was the best course."10

THE GOLDEN CRESCENT DRUG TRIANGLE
--
The history of the drug trade in Central Asia is intimately related to the CIA's covert operations. Prior to the Soviet-Afghan war, opium production in Afghanistan and Pakistan was directed to small regional markets. There was no local production of heroin. 11 In this regard, Alfred McCoy's study confirms that within two years of the onslaught of the CIA operation in Afghanistan, "the Pakistan-Afghanistan borderlands became the world's top heroin producer, supplying 60 percent of U.S. demand. In Pakistan, the heroin-addict population went from near zero in 1979... to 1.2 million by 1985 -- a much steeper rise than in any other nation":12

"CIA assets again controlled this heroin trade. As the Mujahideen guerrillas seized territory inside Afghanistan, they ordered peasants to plant opium as a revolutionary tax. Across the border in Pakistan, Afghan leaders and local syndicates under the protection of Pakistan Intelligence operated hundreds of heroin laboratories. During this decade of wide-open drug-dealing, the U.S. Drug Enforcement Agency in Islamabad failed to instigate major seizures or arrests ... U.S. officials had refused to investigate charges of heroin dealing by its Afghan allies `because U.S. narcotics policy in Afghanistan has been subordinated to the war against Soviet influence there.' In 1995, the former CIA director of the Afghan operation, Charles Cogan, admitted the CIA had indeed sacrificed the drug war to fight the Cold War. `Our main mission was to do as much damage as possible to the Soviets. We didn't really have the resources or the time to devote to an investigation of the drug trade,'... `I don't think that we need to apologize for this. Every situation has its fallout.... There was fallout in terms of drugs, yes. But the main objective was accomplished. The Soviets left Afghanistan.'"13

IN THE WAKE OF THE COLD WAR
--
In the wake of the Cold War, the Central Asian region is not only strategic for its extensive oil reserves, it also produces three quarters of the World's opium representing multibillion dollar revenues to business syndicates, financial institutions, intelligence agencies and organized crime. The annual proceeds of the Golden Crescent drug trade (between 100 and 200 billion dollars) represents approximately one third of the Worldwide annual turnover of narcotics, estimated by the United Nations to be of the order of $500 billion.14

With the disintegration of the Soviet Union, a new surge in opium production has unfolded. (According to UN estimates, the production of opium in Afghanistan in 1998-99 -- coinciding with the build up of armed insurgencies in the former Soviet republics-- reached a record high of 4600 metric tons.15 Powerful business syndicates in the former Soviet Union allied with organized crime are competing for the strategic control over the heroin routes.

The ISI's extensive intelligence military-network was not dismantled in the wake of the Cold War. The CIA continued to support the Islamic "jihad" out of Pakistan. New undercover initiatives were set in motion in Central Asia, the Caucasus and the Balkans. Pakistan's military and intelligence apparatus essentially "served as a catalyst for the disintegration of the Soviet Union and the emergence of six new Muslim republics in Central Asia." 16.

Meanwhile, Islamic missionaries of the Wahhabi sect from Saudi Arabia had established themselves in the Muslim republics as well as within the Russian federation encroaching upon the institutions of the secular State. Despite its anti-American ideology, Islamic fundamentalism was largely serving Washington's strategic interests in the former Soviet Union.

Following the withdrawal of Soviet troops in 1989, the civil war in Afghanistan continued unabated. The Taliban were being supported by the Pakistani Deobandis and their political party the Jamiat-ul-Ulema-e-Islam (JUI). In 1993, JUI entered the government coalition of Prime Minister Benazzir Bhutto. Ties between JUI, the Army and ISI were established. In 1995, with the downfall of the Hezb-I-Islami Hektmatyar government in Kabul, the Taliban not only instated a hardline Islamic government, they also "handed control of training camps in Afghanistan over to JUI factions..." 17

And the JUI with the support of the Saudi Wahhabi movements played a key role in recruiting volunteers to fight in the Balkans and the former Soviet Union.

Jane Defense Weekly confirms in this regard that "half of Taliban manpower and equipment originate[d] in Pakistan under the ISI" 18 In fact, it would appear that following the Soviet withdrawal both sides in the Afghan civil war continued to receive covert support through Pakistan's ISI. 19

In other words, backed by Pakistan's military intelligence (ISI) which in turn was controlled by the CIA, the Taliban Islamic State was largely serving American geopolitical interests. The Golden Crescent drug trade was also being used to finance and equip the Bosnian Muslim Army (starting in the early 1990s) and the Kosovo Liberation Army (KLA). In last few months there is evidence that Mujahideen mercenaries are fighting in the ranks of KLA-NLA terrorists in their assaults into Macedonia.

No doubt, this explains why Washington has closed its eyes on the reign of terror imposed by the Taliban including the blatant derogation of women's rights, the closing down of schools for girls, the dismissal of women employees from government offices and the enforcement of "the Sharia laws of punishment".20

THE WAR IN CHECHNYA
--
With regard to Chechnya, the main rebel leaders Shamil Basayev and Al Khattab were trained and indoctrinated in CIA sponsored camps in Afghanistan and Pakistan. According to Yossef Bodansky, director of the U.S. Congress's Task Force on Terrorism and Unconventional Warfare, the war in Chechnya had been planned during a secret summit of HizbAllah International held in 1996 in Mogadishu, Somalia. 21 The summit, was attended by Osama bin Laden and high-ranking Iranian and Pakistani intelligence officers. In this regard, the involvement of Pakistan's ISI in Chechnya "goes far beyond supplying the Chechens with weapons and expertise: the ISI and its radical Islamic proxies are actually calling the shots in this war". 22

Russia's main pipeline route transits through Chechnya and Dagestan. Despite Washington's perfunctory condemnation of Islamic terrorism, the indirect beneficiaries of the Chechen war are the Anglo-American oil conglomerates which are vying for control over oil resources and pipeline corridors out of the Caspian Sea basin.

The two main Chechen rebel armies (respectively led by Commander Shamil Basayev and Emir Khattab) estimated at 35,000 strong were supported by Pakistan's ISI, which also played a key role in organizing and training the Chechen rebel army:

"[In 1994] the Pakistani Inter Services Intelligence arranged for Basayev and his trusted lieutenants to undergo intensive Islamic indoctrination and training in guerrilla warfare in the Khost province of Afghanistan at Amir Muawia camp, set up in the early 1980s by the CIA and ISI and run by famous Afghani warlord Gulbuddin Hekmatyar. In July 1994, upon graduating from Amir Muawia, Basayev was transferred to Markaz-i-Dawar camp in Pakistan to undergo training in advanced guerrilla tactics. In Pakistan, Basayev met the highest ranking Pakistani military and intelligence officers: Minister of Defense General Aftab Shahban Mirani, Minister of Interior General Naserullah Babar, and the head of the ISI branch in charge of supporting Islamic causes, General Javed Ashraf, (all now retired). High-level connections soon proved very useful to Basayev.23 Following his training and indoctrination stint, Basayev was assigned to lead the assault against Russian federal troops in the first Chechen war in 1995. His organization had also developed extensive links to criminal syndicates in Moscow as well as ties to Albanian organized crime and the Kosovo Liberation Army (KLA). In 1997-98, according to Russia's Federal Security Service (FSB) "Chechen warlords started buying up real estate in Kosovo... through several real estate firms registered as a cover in Yugoslavia" 24

Basayev's organisation has also been involved in a number of rackets including narcotics, illegal tapping and sabotage of Russia's oil pipelines, kidnapping, prostitution, trade in counterfeit dollars and the smuggling of nuclear materials (See Mafia linked to Albania's collapsed pyramids, 25 Alongside the extensive laundering of drug money, the proceeds of various illicit activities have been funneled towards the recruitment of mercenaries and the purchase of weapons.

During his training in Afghanistan, Shamil Basayev linked up with Saudi born veteran Mujahideen Commander "Al Khattab" who had fought as a volunteer in Afghanistan. Barely a few months after Basayev's return to Grozny, Khattab was invited (early 1995) to set up an army base in Chechnya for the training of Mujahideen fighters. According to the BBC, Khattab's posting to Chechnya had been "arranged through the Saudi-Arabian based [International] Islamic Relief Organisation, a militant religious organisation, funded by mosques and rich individuals which channeled funds into Chechnya".26

CONCLUDING REMARKS

Since the Cold War era, Washington has consciously supported Ousmane bin Laden, while at same time placing him on the FBI's "most wanted list" as the World's foremost terrorist.

While the Mujahideen are busy fighting America's war in the Balkans and the former Soviet Union, the FBI --operating as a US based Police Force- is waging a domestic war against terrorism, operating in some respects independently of the CIA which has --since the Soviet-Afghan war-- supported international terrorism through its covert operations.
--
In a cruel irony, while the Islamic jihad --featured by the Bush Adminstration as "a threat to America"-- is blamed for the terrorist assaults on the World Trade Centre and the Pentagon, these same Islamic organisations constitute a key instrument of US military-intelligence operations in the Balkans and the former Soviet Union.
--
In the wake of the terrorist attacks in New York and Washington, the truth must prevail to prevent the Bush Adminstration together with its NATO partners from embarking upon a military adventure which threatens the future of humanity.

15 Egregious Examples of Bush Cronyism

15: Israel Hernandez¨ Assistant Secretary for Trade Promotion and Director General of the United States and Foreign Commercial Service, Department of Commerce (confirmation pending) ***

Fresh out of college and seeking a job on George W. Bush's 1994 Texas gubernatorial campaign, Israel Hernandez showed up an hour early for his interview with the candidate. Impressed by his punctuality, Bush hired Hernandez within days and eventually invited him to live with the Bush family in their Dallas home, where Hernandez reportedly became like an older brother to Jenna and Barbara Bush. Serving as Bush's travel aide for the next few years, "He was always there with the Altoids, the speech box, the schedule, whatever I needed," Bush later wrote in his autobiography. After getting a master's degree at (where else?) the George Bush School of Government and Public Service at Texas A&M (named after H.W.), Hernandez--or, as Bush called him, "Altoid Boy"--joined Bush's 2000 presidential campaign and later worked in the White House as an assistant to Karl Rove. There, he helped choreograph Bush's events and was once made part of the first lady's official delegation on a trip to Europe so that he could keep an eye on Jenna. All of which, apparently, was good preparation for managing more than 1,800 employees in more than 80 countries, because, earlier this year, Bush nominated the 35-year-old Hernandez to serve as an assistant secretary of Commerce and to run the United States and Foreign Commercial Service, the federal government's key export promotion agency.

14: Andrew Maner ¨Chief Financial Officer, Department of Homeland Security

Andrew Maner comes to his job with unimpeachable credentials--not in finance or accounting, admittedly, but as a dues-payer in the Bush family empire. In the first Bush administration, Maner helped to plan presidential travel and served as a junior press aide. Later, he followed the defeated George H.W. Bush back to Texas to be a spokesman and political fixer for the ex-president. After several private sector years working in information technology and procurement, he took over the U.S. Customs Office of Trade Relations, whose mission is to foster "positive relationships with the international trade community." Billing himself as a trade expert, Maner called the Customs gig a "logical next step in [my] career." Less logical, however, was his leap (after a short stint as chief of staff to the Customs commissioner) to managing DHS's sprawling $40 billion budget. Given his slim management background, it's convenient that Maner landed the only Cabinet department CFO slot that doesn't require Senate confirmation. Perhaps it also explains why, when DHS officials recently unveiled a revamped organizational chart, Maner's office was accidentally omitted. (Hack bonus: "Of all the things we do in the Department, charts may not be our strength," said the Department's undersecretary for management, Janet Hale.)

13: Claire Buchan ¨Chief of Staff, Department of Commerce

As deputy press secretary at the White House, Claire Buchan gained a reputation as a kept-in-the-dark spokesbot who was often relegated to baby-sitting reporters on long trips. But all that changed last spring, when Buchan was promoted to chief of staff at the Commerce Department, where she now helps the secretary oversee a $6.3 billion budget and some 38,000 employees. Buchan owes this stroke of good fortune to her years in the Bush family trenches. Previously, she served as a public affairs underling for the Treasury Department under former President Bush, a flack for the Republican National Committee, and (during the Clinton years) an image czar for the lawn care, extermination, and appliance repair company ServiceMaster. Some of Buchan's erstwhile colleagues in the White House press corps were left speechless when her new assignment was announced in February. One White House reporter who worked closely with Buchan for five years called her "the most useless in a Bush universe of enforced uselessness. She took empty banality to a new low."

12: Paul Hoffman ¨Deputy Assistant Secretary for Fish and Wildlife and Parks, Department of the Interior

Paul Hoffman is an avid angler, hunter, skier, and horseman. So it was only natural to tap this former chief of the Chamber of Commerce in Cody, Wyoming, (population 9,000) to help run the National Park Service. Sure, Hoffman had no parks experience other than recreating in them and, as head of the Cody Chamber, advocating for more snowmobiles in nearby Yellowstone National Park. But he had spent four years in the 1980s working as the state director for then-Wyoming Representative Dick Cheney. Since arriving at the Interior Department in 2002, Hoffman has demonstrated a knack for thinking outside the box. In April 2003, he went against the wishes of the staff of Yellowstone and asked the U.N. World Heritage Committee to remove the park from its "In Danger List." Last year, he overruled geologists at the Grand Canyon National Park and instructed the park's visitor centers to stock a creationist book that explained how God made the canyon 6,000 years ago, ordering up a flood to wipe out "the wickedness of man." And, this year, Hoffman pushed for wholesale revisions to the Park Service's management policies. Instead of giving priority to protecting natural resources, Hoffman proposed that managers emphasize multiple uses for their parks--including snowmobiling, Jet-Skiing, grazing, drilling, and mining. After Hoffman's proposed reforms set off a firestorm of criticism from Park Service employees and members of Congress--"The inmates are in charge of the asylum," one Park Service retiree complained--the Bush administration claimed that Hoffman's suggestions were "no longer in play" and that he had merely been playing "devil's advocate."

11: Patrick Rhode ¨Acting Deputy Director Federal Emergency Management Agency

As acting deputy director of FEMA, 36-year-old Patrick Rhode had, until recently, the unenviable job of backstopping the hapless Michael Brown, a man who needed much backstopping. Unfortunately, it's not clear that Rhode is much more qualified than Brown to be managing the nation's worst disasters. Before joining FEMA, the biggest disaster he had helped manage was the Small Business Administration (see Hector Barreto)--and even that was something of a stretch. Rhode entered federal government in 2001 as deputy director of advance operations for the Bush White House, a job he had also held for Bush's 2000 campaign. Never fear, though: Rhode has covered disasters--as a TV anchor for local network affiliates in Alabama and Arkansas, in which capacity he developed "an acute interest in what responders do in times of crises." Perhaps not acute enough. He recently said that FEMA's response to Katrina was "probably one of the most efficient and effective responses in the country's history."

Steven Law has helped run a department with 17,000 employees and an annual budget of over $50 billion. Pretty good for a guy who started out as a lowly Capitol Hill legislative aide. In 1990, Law's boss, Kentucky Senator Mitch McConnell, tapped him to serve as campaign manager for his reelection race. Law didn't disappoint, running a notably nasty campaign that insinuated McConnell's Democratic opponent was both mentally ill and a drug addict. Law returned to Washington as McConnell's chief of staff, and, six years later, when McConnell was chairman of the National Republican Senatorial Committee, he made Law the group's executive director, relying on him for help in vacuuming up campaign contributions for Republican Senate candidates and thwarting campaign finance reform legislation. In each job he did for McConnell, Law proved to be an unusually dedicated--and worshipful--worker. Asked once by Campaigns & Elections to name his political heroes, Law answered: "Ronald Reagan, for his vision of America; Abraham Lincoln, for his moral statesmanship; and Mitch McConnell, for his principle and tenacity." It was little wonder, then, that, in 2001, the newly appointed Labor Secretary Elaine Chao--who happens to be McConnell's wife--hired Law as her chief of staff, a stepping stone to his current position; after all, once you've found such loyal help, you want to keep it in the family.

9: Hal Stratton ¨Chairman, Consumer Product Safety Commission

A former state representative and attorney general in New Mexico, Hal Stratton never asked for his current job, protecting American citizens from such dangers as lead-laced toy jewelry and flammable Halloween costumes. Instead, the former geology major who went on to co-chair the local Lawyers for Bush during the 2000 campaign initially wanted a job in the Interior Department. "That didn't work out," he told the Albuquerque Journal, "but I told them, 'Don't count me out' ... and they came up with this." "This" being the not-unimportant position of deciding which of 15,000 types of consumer products pose a health risk and might need to be recalled. Shortly before Stratton's confirmation hearing, Senator Ron Wyden expressed concern that Stratton "has no demonstrable track record on public safety." (Bill Clinton's CPSC chief, Ann Brown, spent 20 years as a consumer advocate and served as vice president of the Consumer Federation of America.) But now he does have a track record: rare public hearings and a paucity of new safety regulations, as well as regular (often industry-sponsored) travels to such destinations as China, Costa Rica, Belgium, Spain, and Mexico. But at least Stratton won't let personal bias influence him: Despite saying that he wouldn't let his own daughters play with water yo-yos--rubber toys that are outlawed in several countries because of concerns that children could be strangled by them--he refused to ban them in the United States.

8: Mark McKinnon ¨Member, Broadcasting Board of Governors (confirmation pending)

The Broadcasting Board of Governors oversees Voice of America and other U.S. media beamed to the Middle East; and, in the spirit of accurately representing the United States, it reserves seats for members of both major political parties. For one of the four Democratic slots, President Bush recently nominated Mark McKinnon, or "M-Cat" as he affectionately calls him. M-Cat's Democratic credentials, however, are somewhat wanting. McKinnon's career highlights include overseeing media strategy for Bush's two presidential bids, in which capacity he masterminded a spot predicting that John Kerry would "Weaken [the] Fight Against Terrorists." And, in last year's campaign, his company, Maverick Media, accepted over $177 million in fees from Bush and the Republican National Committee--money we assume was not intended to help return the Democrats to power.

7: Stewart Simonson ¨Assistant Secretary for Public Health and Emergency Preparedness, Department of Health and Human Services

According to his official biography, Stewart Simonson is the Health and Human Services Department's point man "on matters related to bioterrorism and other public health emergencies." Hopefully, he has taken crash courses on smallpox and avian flu, because, prior to joining HHS in 2001, Simonson's background was not in public health, but ... public transit. He'd previously been a top official at the delay-plagued, money-hemorrhaging passenger rail company Amtrak. Before that, he was an adviser to Wisconsin Governor Tommy Thompson, specializing in crime and prison policy. When Thompson became HHS secretary in 2001, he hired Simonson as a legal adviser and promoted him to his current post shortly before leaving the Department last year. Simonson's biography boasts that he "supervised policy development for Project BioShield," a program designed to speed the manufacture of crucial vaccines and antidotes. "That effort, however, has by most accounts bogged down and shown few results," The Washington Post reported last month.

6: Hector Barreto ¨Administrator, Small Business Administration

No one can accuse Hector Barreto of being unfamiliar with small business. His Los Angeles firm, Barreto Insurance & Financial Services Company, had only ten employees. Alas, now that he is in charge of a bigger operation--the Small Business Administration (SBA) has over 3,000 employees, a budget of about $600 million, and a portfolio of loans totaling $45 billion--Barreto is struggling. Last year, the SBA failed to notify Congress that it needed additional funding for its largest and most popular loan program and was forced to temporarily shutter it because, as Barreto's spokesperson explained, it was "out of money." Meanwhile, the SBA was doing such a poor job managing the $5 billion in loans the government set aside to help small businesses recover from September 11 that, according to an Associated Press investigation, the vast majority of the money went to businesses not affected by the terrorist attacks--including a South Dakota country radio station, a Utah dog boutique, and more than 100 Dunkin' Donuts and Subway sandwich shops. Last month, the Senate Small Business Committee, prompted by complaints from Gulf Coast small-business owners, held hearings on the SBA's response to Hurricane Katrina. Barreto pledged that his agency would approve Katrina-related loans in days, not months, but a SBA deputy conceded in late September that, out of 12,000 loan applications from small businesses affected by the hurricane, the SBA had so far approved only 76.

5: David Wilkins ¨American Ambassador to Canada

An unspoken rule dictates that politically appointed ambassadors should be seen and not heard--or, at the very least, not heard provoking international incidents with close U.S. allies. But David Wilkins--a former South Carolina legislator whose chief contribution to world affairs before this year was raising $200,000 for President Bush's 2004 campaign--is not one to stand on ceremony. Though he'd only been to Canada once (Niagara Falls) prior to his nomination in April, the Bush Ranger assured Congress that "I won't be afraid to talk about the tough issues." A man of his word, Wilkins promptly escalated the two countries' dispute over softwood lumber by accusing Canadians of being overly emotional and by threatening an all-out trade war that would have affected multiple industries, from broadcasting to eggs. The Canadian government fought back, however, and, although generally disinclined toward mea culpas--"You talking about regrets by the United States?" he asked a Canadian reporter with incredulity--Wilkins eventually admitted his approach to the lumber dispute had been flawed. "My attempt to bring the emotion down increased the emotion," he said. To demonstrate his diplomatic sensitivity, he continues to open speeches with a jolly, "Bonjour, y'all!"

4: Jim Nicholson ¨Secretary, Department of Veterans Affairs

In contrast to the four most recent VA heads--who had previously held leadership positions with Disabled American Veterans, the Department of Defense, a state-level VA department, and VA itself--Jim Nicholson brings a refreshing lack of experience to veterans' advocacy. Although he is one of the country's 25 million military veterans, Nicholson--who, after Vietnam, went into real-estate law and development in Colorado--is best known as a campaign veteran. He chaired the Republican National Committee from 1997 to 2000, raising close to $380 million for the 2000 cycle. In Bush's first term, Nicholson was rewarded with the ambassadorship to the Holy See. But he traded vespers for vets last February, joining his brother John, who was already head of the National Cemetery Administration. In June, he admitted that VA had underestimated the number of veterans who would be seeking medical treatment this year by nearly 80,000 because it had failed to take into account the surge in enrollment by veterans of the Afghanistan and Iraq conflicts--13,700 of whom have suffered blown-off limbs, bullet wounds, and the like. The miscalculation was a surprise to Congress, since Nicholson had written on April 5: "I can assure you that VA does not need [additional money] to continue to provide timely, quality service." Republican House Appropriations Committee Chair Jerry Lewis said VA's failure to identify the problem and notify Congress earlier "borders on stupidity."

3: Rear Admiral Cristina Beato ¨Acting Assistant Secretary for Health, Department of Health and Human Services

In June 2004, Cristina Beato admitted to her hometown newspaper that she hadn't paid much attention to the details of her resume. That's too bad, because those silly little details seem to have stalled her confirmation for assistant secretary for health for over two years now. Beato said she earned a master's of public health in occupational medicine from the University of Wisconsin (but the university doesn't even offer that degree). She claimed to be "one of the principal leaders who revolutionized medical education in American universities by implementing the Problem Based learning curriculum" (but the curriculum was developed while Beato was still a medical student). She listed "medical attache" to the American Embassy in Turkey as a job she held in 1986 (but that position didn't exist until 1995). She also boasted that she had "established" the University of New Mexico's occupational health clinic (but the clinic existed before she was hired, and there was even another medical director before her). For her part, Beato has offered a simple explanation: English is her third language, after French and her native Spanish, and sometimes the language barrier is just too much to handle. How does one say "pants on fire" in Spanish?

2: John Pennington ¨Director, Region Ten, Federal Emergency Management Agency

The Pacific Northwest is a catastrophe-prone area-- from tsunamis and volcanic eruptions in Washington and Oregon to wildfires in Idaho and oil pipeline ruptures in Alaska. That's why former Washington Representative Jennifer Dunn knew that FEMA needed "a natural" to head its disaster response efforts in the region. And that's exactly what Dunn said she found in 38-year-old John Pennington. Pennington would have to be a natural, given his utter lack of disaster-relief experience. A former state representative who ran a coffee business with his wife in rural Washington, Pennington served as Cowlitz County co-chairman of the Bush campaign in 2000. Dunn, who had been the Bush campaign's state chairperson, approached Pennington about the FEMA post, to which he was appointed in 2001. Alas, in the wake of former FEMA Director Michael Brown's resignation, Pennington's disaster of a resume has come under increasing scrutiny. Last month, The Seattle Times reported that, just before he was appointed to his FEMA post, Pennington received his bachelor's degree from an unaccredited California correspondence school that federal investigators later described as a "diploma mill." Pennington's defenders have responded to questions about his qualifications by arguing that he has surrounded himself with competent staff.

1: Harriet Miers ¨White House Counsel, Nominee for Associate Justice of the Supreme Court

When we started researching this guide to the Bush hackocracy, nobody was sure who would wind up as number one. Competition was fierce. From under every bureaucratic rock, out scurried a Bush buddy. But we endeavored to be fair. There was spirited debate over the nuances between merely mediocre officials blindly loyal to the president and those with a demonstrated history of incompetence. (Alas, Andrew Card wound up on the cutting room floor.) Some argued that, by our own strict criteria, the president himself should be judged the number-one hack, but our deference to the wisdom of the electorate kept him off the list. Truth be told, Harriet Miers could have easily slipped through quality control. But fate intervened. On Monday, Bush nominated Miers, the personal lawyer who fixed the paperwork on his fishing cabin, to the Supreme Court of the United States. Suddenly, it was no longer a competition. "I picked the best person I could find," Bush said Tuesday. And so have we. We'd like to think that our process was slightly less arbitrary than the president's. Judging such matters is admittedly subjective, but if one were to express hackishness as a formula, it would look something like the adjacent equation. Miers's croniness quotient is high. After all, the president has given her five jobs over the past eleven years. And senior White House aides have repeatedly remarked about her devotion to Bush. A Bush official's Danger to the Republic factor can generally be gleaned by the importance of his or her new job. And, while we grant that some unqualified candidates have turned out to be capable justices (see Jeffrey Rosen, "Judge Not,"), Miers's lifetime appointment to the highest position Bush is authorized to fill is like winning the hack lotto. What, then, about Miers's qualifications? This is where she left the competition in the dust. Take, for example, her two-year stint on the Dallas City Council. Although she may not have been guided by any awe-inspiring understanding of constitutional law, she is credited with calming down a crowd of protesters after a county commissioner punched a police officer. In announcing his choice, Bush pointed to her storied career as chairman of the Texas Lottery Commission. Although the Commission has historically not produced many Supreme Court justices, Bush has reason to be pleased with her lottery service. Miers may not have dealt with issues like civil rights or the death penalty, but she dealt with bingo. As chairman, she opined that she wanted all bingo-related games "to look and feel and smell like the game of bingo," which seems like a reasonable position. Miers's solid job at the Lottery Commission and her other work for Bush catapulted her into the upper ranks of the White House. After three years as staff secretary, she beat out Brett M. Kavanaugh, a bright conservative lawyer with a John Roberts-like resume, for the job of White House counsel. It was this job that positioned her to lead Bush's search for a court nominee. This is a quite a resume, even before getting to some of Miers's legal writings. A search of the Nexis news database returns three articles by Miers. One is an opinion piece urging legislative calm in the wake of a string of deadly shootings. The second reveals Miers, who ran the corporate law firm of Locke Liddell & Sapp, to be an expert on a legal issue of great importance to the American people: managing the merger of two firms. The final article is a 1996 ABA Journal piece advertising the American Bar Association's new telephone seminars. "If you have heard any of the buzzwords of product promotions lately," she writes cheerfully, "we hope you will spot 'ABA Connection.'" In hindsight, Harriet Miers was always the obvious choice for the Supreme Court. She is the logical conclusion of the unchecked Bush administration hackocracy. Bush's case for Miers actually rests on her being a crony. "Because of our closeness," he said Tuesday, "I know the character of the person."

In Federalist No. 76, Alexander Hamilton warned that, in presenting nominations to the Senate, a president "would be both ashamed and afraid" to nominate cronies--or, as Hamilton called them, "obsequious instruments of his pleasure." Maybe politics was different back in the 1780s, but we have watched Bush appoint many obsequious instruments of his pleasure.
